Auftragsvergaben beim WWF Deutschland

WWF Deutschland informiert über öffentliche Auftragsvergaben, die aufgrund der Förderbedingungen des jeweiligen PSP (Public Sector Partnership) Projektes veröffentlicht werden sollen, auf dem Vergabeportal „Deutsche eVergabe“ (www.deutsche-evergabe.de) ggf. auf dem Bundesportal (www.bund.de). Dies gilt für öffentliche Ausschreibungen (§9 Unterschwellenvergabeverordnung – UvgO), beschränke Ausschreibungen mit Teilnahmewettbewerb (§10 UVgO) und für offene Verfahren (§15 Vergabeverordnung – VgV). Offene Verfahren (§15 VgV), deren Wert oberhalb der EU-Schwellenwerte liegt, werden zusätzlich auf der Seite der EU (https://ted.europa.eu/TED) veröffentlicht.

Evaluation of the BMZ BENGO Programme “The path to independence – Strengthening civil society through organisational development”

The Global Programme “The path to independence – Strengthening civil society through organisational development” contributes to democratisation in Africa by building an active and effective civil society. The programme aims to strengthen local civil society actors, drive change and promote democratic, transparent and accountable governance systems and practices that are essential for sustainable development. The programme is structured around three pillars: 1) strengthening the institutional capacity of civil society actors, 2) promoting participation and advocacy to enable civil society actors to fully exercise their mandate/role, 3) scaling and exchange to enhance (inter)institutional learning, dissemination as well as scaling up of good practices. Direct target groups are four WWF country offices and two selected local civil society organisations from the fields of development, nature conservation and environmental protection per implementing country. Indirect beneficiaries are local civil society organisations in Kenya, Madagascar, Zambia and Zimbabwe.

Towards the end of the four-year programme period (2019-2023), a general final evaluation is to be carried out according to OECD DAC criteria. The final evaluation is expected to evaluate the whole OD programme on country and programmatic level for the entire duration. The evaluation is expected to show the achievements and the relevance of the programme. By extracting best practice examples, success stories and lessons learnt the final evaluation is a brilliant opportunity for institutional learning and peer exchange. Furthermore, the evaluation is expected show to what extent the programme has contributed to the achievement of nature conservation impact and the building of local civil societies.

In addition, recommendations for ensuring the sustainability of the project achievements as well as for possible future OD projects / a possible second project phase - differentiated by project partners / target groups - are to be derived.
